Overview
This report focuses on Turkey's candidacy for EU membership, agreed in December 1999. It considers the potential barriers to Turkey's membership including human rights issues, the role of the military, regional foreign relations and economic reform. The Committee finds that Turkey's candidacy is welcome in principle, and would be beneficial both to Turkey and to the EU. However, much effort and good will is needed on both sides. Turkey needs to take ownership of the political and economic reforms required by the EU. Although accession is unlikely in the short term, it is crucial that the door remains open for as long as it takes. The Committee concludes that the UK is in a particularly good position to encourage progress in Turkey's candidacy, and ways of improving British-Turkish understanding include the possibility of a visit to Turkey by the Prime Minister.
