BEFORE the laft war with Spain, fome perfons of great diilinction obferving, that cormderable numbers of people in thefe kingdoms were by a variety of misfortunes rendered bcapabie of fubnfting in fuch a way as to be ufeful to themfelves and the community, formed a defiga of fettling that part of America which ptoperly forms our frontier towards the Spaniards and the French, and which, though within the bounds of the province of Carolina, as defcribed in its charter, was in reality no part of it, as not beiitg at all fettled; and for that reafon, rather a harden than an advantage to the province towhich it belonged. They therefore applied to' the crown for fufficient powers to let this undertaking on foot, and meeting with all the encouragement they could defire or expeft, eafily obtained a very extenfive charter.
