It is impossible to maintain that we had a right without his leave so to rescue from his hands, an enemy who had broken a prior capitulation with him, who then lay at his mercy, and who was not in a condition even to execute the compact, by putting the ships into our possession, but by his permission. If Dessalines did not act upon principles of moderation and mercy; his complaisance for this country was extreme; and intitles him strongly to our favour.
