IT is announced that there will meet at an early date at the Ministry of Health a Conference called by the Chairman of the Board of Control to consider improvements in the administration of the Lunacy Laws. In addition problems connected with cure and prevention will be studied. It is to be hoped that the very terrible danger with which the continuous increase of insanity threatens modern society will be handled with boldness. Given sufficient courage and breadth of view this Conference may open a chapter in history. Two distinct methods of dealing with the mental and physical ills to which humanity is heir are always, if not practicable, at least conceivable. The one is prevention; the other is cure. Cure need not detain us. Its problems are purely medical and technical and can be discussed adequately only by, and among, experts. Its methods vary?or should vary?with each disorder and patient. When an attempt is made to prevent disease in individuals, as by medicines or improved environment, the matter is again technical. But when the endeavour is to protect communities, we enter a wider field. The problem is now biological. We must study racial changes and individual development. It is impossible to recognise mental disorder unless we know the normal mind: know it not only as we find it in the normal man, but also in its development in the child and its evolution in the race. Man has certain sensations which must be very like the sensations of many lower animals. He has certain instincts which also must be like the instincts of some lower types. And he has certain intellectual peculiarities which are present in no lower animal, at any rate to the same extent. Consider a cat...
