LIBERALISM Liberalism and Conservatism are terms used to denote different, and occasionally conflicting, tendencies of the human mind in relation to political thought. In general, Liberalism is impressed with the natural tendency of mankind to go right and Conservatism with its natural tendency to go wrong. Liberalism has faith in the genius of the people, given free play; while Conservatism relies on the power of authority, backed by force, to secure the well-being of the community. The phrase well-being itself suggests another aspect of the same difference. To a Liberal mind well- being implies continuous social improvement; therefore a popular desire for improvement; and so dissatisfaction with existing conditions need not be an unhealthy symptom. Divine discontent is a characteristically Liberal conception. To a Conservative mind, on the other hand, well-being implies a state of rest and contentment, so that widespread unrest in the body politic must be a sign of disease. Not divine discontent but do your duty in that state of life in which you are placed, is the precept of Conservatism, applicablealike to persons and to communities, to world- Power and to Colony. While Liberalism would be concerned with devising the next step forward in a progressive scheme of communal life, Conservatism would contemplate the redress of ascertained grievances to the end that the people might settle down again and live happily ever after. In this way Conservatism and Liberalism may sometimes co-operate for a time in the cause of reform.
