Excerpt from book: Ill ECONOMICS AND THE SOCIAL QUESTION When one turns from the ways of social science and of sociology to the way of economics, the approach to the Social Question appears to become less obstructed and obscure. The facts with which the Social Question is concerned are for the most part economic facts. Work and idleness, city life and rural life, housing, drink, food, ? these and many other economic conditions and problems meet one at the threshold of the Social Question. Is he not, therefore, entering the province of economics, and is not the student of economic principles on the straight road toward the interpretation of the Social Question ? If social science has given him a method, and sociology an ideal, has he not in economic science a key which fits the lock and opens the gate of the Social Question ? This confident approach to the economic interpretation of social life is, however, soon arrested by the controversies of the economists themselves. Is political economy a pure, abstract, deductive science, depending, as has been said, more onreasoning than observation;1 or is it an inductive science, based on history, statistics, and the much more crude and uncertain, yet indispensable method ? if it may be called a method ? of daily observation and general experience?2 Is it indifferent to social welfare, or is it an instrument of social welfare ? Is it a weapon in the hands of the capitalist for the suppression of the wage-earners, or may that weapon be wrested from the capitalist by an organized revolution ? Is political economy to be regarded as an unmoral science, or an immoral science, or a moral science ? Each of these views has had its advocates, and each view leads to a different conclusion concerning the relation of economics to the Social Question. In...
