Based upon a case study of a fictional country called 'Southland', this training exercise uses realistic data sources to encourage discussion of key policy and institutional issues faced by many developing countries and how they can be addressed. The case study, developed in the early 1990s, has been successfully used on many occasions and in different locations but it had never been published before. The publication includes a set of notes to participants and trainers, historical information, and a glossary of economic and institutional terminology. It also includes a CD-ROM containing the full text of the case study in HTML and PDF formats, as well as a series of Excel data files that can be used for conducting quantitative analysis of selected statistics.
