Scoop, left in charge supervising the finishing touches to the mayor's new garage, lets the responsibility go to his head. Scoop gets bossy, Muck and Lofty rebel, and the job nearly ends in disaster. But after a fracas with the garage door and Mr Bentley, the council inspector, Scoop sees sense.
