Overview
Business structures, employment relationships, job characteristics, and worker outcomes have changed dramatically in recent decades. These changes, which encompass the growth of alternative work arrangements-including web-platform mediated work, independent contracting more broadly, and work with unpredictable schedules-underscore the need for more accurate measurement of the modern labor market. As made even more clear by the unprecedented economic disruption seen this year, it is critical that researchers and policy makers have data that accurately reflect how people are earning money, spending their working hours, and accessing benefits such as health care and unemployment insurance. Measuring Alternative Work Arrangements for Research and Policy examines the Contingent Worker Supplement (CWS), which was developed by the U.S. Bureau of Labor Statistics to measure trends in temporary and other nontraditional work arrangements as a supplement to the Current Population Survey, the nation's flagship employment survey. Measuring Alternative Work Arrangements for Research and Policy examines how best to measure work and workers as the labor market migrates toward a structure that is less dependent on the traditional 'employer-employee' model. In the process, this report also documents how the capacity to improve the measurement of alternative work arrangements, as with other economic statistics, will increasingly rely on the effective use of complementary survey and non-survey data from both government and non-governmental sources.
