Overview

The Cal. Public Records Act (CPRA) has been turned into a paper tiger by state officials who know they face no penalty if they refuse to release public info. The CPRA, one of the primary means of keeping gov't. officials honest, provides that all doc's. generated by a gov't. agency, with some exceptions, are public doc's. But the CPRA is routinely violated & rarely enforced. This report discusses the CPRA & makes recomm. for its reform, such as: revamping of the language; clarification of time-frame require. for compliance & denial; consolidation of the hundreds of scattered exemptions; & sanctions that will make compliance preferable to denial.
