Overview
This report reviews three issues that have been themes of earlier inquiries (4th report HCP 366 1998-99, 9th report HCP 863 1999-2000): illegal border delays between Gibraltar and Spain; restriction on telephone numbers; the enfranchisement of all British citizens resident in Gibraltar in time for the 2004 European Parliamentary elections. The report also considers the new Single European Sky policy, and the Government's approach to British/Spanish relations.
