The price of coal in some districts is considerably lower than it was a month ago, and there are cases, of course, where the situation is extremely strenuous and difficult, and it is going to take some time to iron out that situation. New England is in a distressful shape for coal, due to water transportation and rail transportation, both being overburdened. It is a question, no matter what you do, what will happen in New England. We have imported coal from Nova Scotia alone into this country to the extent of 2,000,000 tons. We are unable to furnish any coal this year. Boston and the northern part of New England have used a great deal of Nova Scotia coal. We had the controller of the coal situation of Canada before our committee the other day, and he wants us to export 3,000,000 tons to Canada more than we exported last year. They are in very bad shape for coal there. The people in the Northwest, who get their coal off the docks at the head of the Lakes, are going to suffer for coal unless some way can be found to get them more coal over the Lakes by water transportation from Lake Erie ports. The best information that we can get is that there will be a shortage of coal in that country unless transportation is improved very decidedly in the next few months. The season of water transportation is short and coal has to be up there before November 15, in most cases. We do not feel that the arbitrary regulation of the price is desirable or necessary just now.
