The first edition of this popular text was one of the first to address this topic within an explicitly theoretical framework - namely the tension between an intergovernmental and a federal approach. Eschewing an exhaustive, factual description of the nuts and bolts of EU activity, the core themes of Holland's analysis are the process of integration, its political content and the idea of the progressive expansion in the scope of EU comptetencies, and the challenges it poses to national sovereignty. This new edition retains the chief features and conclusions of the original, though the analysis will to some extent re-balance the interpretations suggested in the original version, written during the Maastrict Treaty discussions. As well as providing a general update, European Integration provides increased coverage of justice and home affairs, discusses the EU's relations with the developing world, and looks at new concepts such as `flexibility'.
