Overview
Concerned that terrorists might use chemical, biological, radiological, or nuclear devices, the Federal Government began a program to improve capabilities to respond to such incidents, particularly at the local level -- the Domestic Preparedness Program (DPP), a training, assistance, & equipment loan program. This report evaluates (1) the training & other benefits offered to cities under the DPP & (2) the methodology for designing & implementing the program, including the way in which cities were selected to participate, how cities' capabilities & needs were assessed, & the effectiveness of interagency coordination on this program.
