Despotism is a cure for parties. Shut up men's mouths and minds, and all will agree, but who wishes thus to banish party spirit ? In free governments we shall have variety of thoughts, views. The free mind is still a blessing. It is the distinction of a statesman from apolitician that he sees, comprehends and seizes on the enduring, the stable, the eternal, ? that low temporary interests do not hide the everlasting. Nothing but sympathy with society will lead to its cure. Hence those who are raised above the mass can do little. No man has a claim to office but on grounds of spiritual distinction. Man's right to his productive power is higher, more universal than all others. Every individual has a right to vote, as each has an interest in government and is an end of government. This interest is expressed by his individual action in the government.
