"Throughout my fourteen years in the U.S. House of Representatives, I have been an outspoken proponent of tough penalties against those who commit violent crimes. I have also strongly supported numerous pieces of legislation to toughen our drug laws and to build more federal and state prisons. But for years I have been disturbed and dismayed over the lack of attention given to the large number of people behind bars who are not violent offenders.
