I imagine that I have attended more such meetings than most people, whilst nearly 2 year's Chairmanship of a Local Board once gave me much experience of a sort not to be acquired by the study of the best written books, or by the precepts of the ablest of Tutors. The books available for the guidance of those who would get up a Public Meeting are very few in number, and none that I have seen appear to have been written by men who have served as Chairmen or Promoters of such meetings; the information afforded is therefore theoretical rather than practical. This observation will supply a clue to my aims in writing the present volume. I have endeavoured to be thoroughly practical, and as I wished to eschew. all extraneous matter of whatever kind, I have adopted a style of writing which is rather concise and to the point, than pleasant to the eye of a scholar. The term Public Meeting is a very vague one. It applies equally to a hole-and-corner meeting of 6 aggrieved parishioners in a Parish Vestry, and to an Indignation Meeting of 3000 Free Britons in St. James's Hall, to protest against the tyranny of the Russians in Turkey.
